UI bug when trying to open new account?

Went through the whole process of submitting passport, etc as a new user. But at the final stage can’t click on “SUBMIT” where I’m supposed to read the whole agreement (which is not scrollable).

What is the magical recipe to actually go through with the process and open an account? Also disappointed that there’s no support and I have to post such trivial questions in a forum.
