Can non-US citizen develop US stock trading app (like Robinhood) for US citizens using Alpaca?

Hello,

I am trying to build an American stock trading app like Robinhood using Alpaca API, which I know is possible, but can I launch it on, let’s say AppStore and Google Play without a license and going through regulatory stuff?

Many people recommended Alpaca for this specific reason but I couldn’t find any description that says this is possible.

You would need a business registered here in the states, then sign up for a business account.
