Alpaca has an incorrect interpretation of the uptick rule?

It seems to me this is very wrong. Short sale restriction should apply only when a stock is down by 10% or more. Could anyone from Alpaca please clarify?

I also emailed Alpaca support and got a reply. The documentation has been updated.
