# Unable to download Customer Agreement, and access paper trading

Hi Maurice! If you successfully created an Alpaca account with an email and password you can access Alpaca Paper.

Try this URL `https://app.alpaca.markets/paper/dashboard/overview` and let me know how it goes.

Hello.  
Now I have another problem. This is the error message.  
requests.exceptions.HTTPError: 403 Client Error: Forbidden for url:  
and this is the request.  
api.submit\_order(  
symbol=tickers,  
qty=Quantite,  
side=‘buy’,  
type=‘market’,  
time\_in\_force=‘gtc’  
)
